Robert Semmens signed to play with Norwood soon after the start of the 1982 season. Unable to gain a permanent spot in a Richmond side containing the likes of Kevin Bartlett, Geoff Raines, Maurice Rioli, Dale Weightman and Robert Wiley, he decided to move to the SANFL.

Initially from East Launceston, as a 15 year old he had been a member of the 1977 Tasmanian schoolboys' team, which had gone through undefeated in the Australian State Schools National Football Carnival, held in Hobart. (In 2013 that team was inducted into Tasmania's Football Hall of Fame in the Legendary Team category)

As a rover/centreman Semmens had played five games with Richmond before his transfer to Norwood.

Despite making his League debut for Norwood soon after his clearance was approved, Semmens failed to cement a spot in the very strong 1982 League team.

In 1983 he moved back to the VFL joining Footscray, and added another seven senior games to his tally in the next couple of seasons.

He later played for Williamstown in the Victorian Football Association.
